I spoke to the attorney who represents Brothers yesterday. He is a long time acquaintance. The fence was placed there by Brothers to secure the property in anticipation of re-starting construction.
As most of you probably know, there was extensive discussion/debate last year about this property. As it stands now, the 13 year lease to Brothers from Circle K ($5000/month) stipulates that this property must be a convenience store. Prior to Katrina the store had a liquor license, but they did not re-apply for it timely and it was lost.
There was a vote last year in the neighborhood (the answer was “no”) on whether to allow Brothers to regain the license or not. In exchange for the license, they would have agreed not to install 6 gas pumps (which they are allowed to do–we met with City Planning on this) and also would have agreed to a number of Provisos–limited hours, limited liquor (package size, type), landscaping, free parking for FSJNA businesses etc. (all of this information should be in egroup history somewhere).
Now, according to their attorney, Brothers has finished up some more pressing projects and plans to finish construction of the building and install the gas pumps in the next 60-90 days. They don’t necessarily want to incur the expense of installing the pumps, but need the income to make the business profitable. I questioned whether gas pumps were really economically feasible, and he says they have evaluated it, and they are. He did say that at this point they may be willing to agree to sell beer and wine only, no hard liquor, and forgo the pumps. If people are interested in this new option, it would need to be explored further.
Their attorney also says that Brothers is still not excited about this location. It doesn’t fit their business model of a Vets Highway type of setup. Unfortunately, they have invested @ $75,000 in internal improvements to the building already (hard to believe, but true. I saw them) and they are losing $5,000/month (on a 13 year lease)paying rent with no return.
Can the lease be altered to allow other than a convenience store? Maybe. Can FSJNA figure out a way to make some other business work there (bakery, florist etc.)–perhaps with a combination of neighborhood, landscaped parking lot contributed to by the area businesses? I don’t know, but the window is about to close on attempting something.
I have asked that this topic be placed on the FSJNA Agenda for Monday , 1/11/10, so that we can discuss it while there is still some potential opportunity. I have some background on the issue and will be glad to help if someone takes the lead. It will take someone with time and energy to devote to this project immediately to get something done. The Brothers Convenience Store that most closely resembles 3101 Esplanade is in Metairie at 3124 Downs due to the exterior layout and that the store is located at the entrance to a neighborhood. Ms. Jacqueline Fricke of Assessor Erroll Williams’ office reported on December 4, 2009 that on August 14, 2008 during “open enrollment” that a “representative” of 3101 Esplanade Avenue brought documents in to get the property tax assessment reduced.
On December 7, 2009, Ms. Fricke stated that a photographer was sent out to take pictures
(I offered previously to send the link to this page with pictures and video but they are required to have their own) and based on those pictures that the current assessment will stand because the property is not currently in commerce. A “for lease” sign is on the front of the property and it is understood that the owner receives $5,000 per month income for this property.
Note in the information below from the Assessor’s website that the 2010 assessed value of 3101 Esplanade is $225,100. The property was purchased in 2004 for $490,000.
